How the India-Pakistan Conflict Could Impact Maldives Tourism

The ongoing tensions between India and Pakistan, particularly following the 2025 Pahalgam attack in Jammu and Kashmir, could significantly affect the Maldives’ tourism sector—an industry that contributes nearly 30% to the country’s GDP. India has been one of the Maldives’ largest tourist markets, with 209,198 arrivals in 2023 alone, accounting for approximately 11.2% of total visitors.

If tensions escalate, Indian tourist arrivals may decline sharply. A clear example is the 2024 #BoycottMaldives campaign, which followed derogatory remarks by Maldivian officials and led to a 37.47% drop in Indian tourists—from 209,198 in 2023 to an estimated 130,000 in 2024. A similar backlash could emerge if the Maldives is perceived to side with either party in the conflict, further threatening tourism revenues. MATATO has already highlighted booking slowdowns during diplomatic rifts, and prolonged tensions could cost the economy billions—like the estimated $1.8–2 billion impact from the 2024 boycott.

Regional instability may also trigger travel advisories from other countries. Tourists from Europe, Russia, and China might reconsider trips to the Maldives due to perceived insecurity in South Asia, especially if airlines reroute flights to avoid conflict zones, increasing travel time and cost.

While China has overtaken India as the top source market in early 2024, India’s proximity and travel convenience remain unmatched. Overdependence on volatile markets like China could pose new challenges, particularly given the Maldives’ $1.37 billion debt to Beijing.

Moreover, Indian-owned infrastructure—flights, staff, and agencies—could be affected, limiting Maldives’ accessibility. Reduced connectivity, as seen when EaseMyTrip suspended bookings in 2024, could hinder recovery efforts.

To safeguard its tourism economy, the Maldives must stay diplomatically neutral, continue market diversification, and strengthen ties with both India and other partners to ensure resilience in uncertain times.
