Government Opens Investment Opportunities for Thaa Atoll Integrated Tourism Island Project

The Government of Maldives has announced an invitation for Expressions of Interest (EOI) from both local and foreign investors to finance the transformative Kinbidhoo – Veymandoo Link with Development Elaa, Thaa Atoll, as an Integrated Tourism Island Project. Approved by Presidential Decree on April 1, this initiative aims to boost socioeconomic development in Thaa Atoll by enhancing connectivity and fostering tourism.

The project, spearheaded by the Ministry of Construction, Housing and Infrastructure, will operate under a flexible financing model, including contractor financing, public-private partnerships (PPP), or loan financing. Investors are encouraged to propose commercially viable components to offset capital and operational costs, following a cross-subsidization approach.

Veymandoo, the administrative capital of Thaa Atoll, boasts better facilities due to its larger population, while Kinbidhoo and other islands face disparities in access to essential services. Elaa, located between the two, is designated for resort development, promising significant economic potential. The proposed link between Kinbidhoo, Veymandoo, and Elaa aims to improve transportation, spur trade, and enhance access to healthcare, education, and community services, fostering stronger ties across the atoll.

The Ministry welcomes foreign companies to participate alongside local investors, seeking parties with proven financial and technical expertise. EOIs must be submitted via email by June 30, 2025, at 1:00 pm.
