Ministry of Health Directs Customs to Seize Tobacco Imports

In a decisive move to strengthen public health measures, the Ministry of Health has instructed Maldives Customs to seize all imported tobacco products. This follows amendments to the Tobacco Control Act last November, which banned the importation and use of vapes alongside the prohibition of tobacco manufacturing in the country.

The Ministry of Health confirmed the authenticity of a letter addressed to Customs Commissioner General Fatima Diyana, dated December 24, 2024. Widely circulated on social media, the letter underscores the government’s firm stance on enforcing stricter tobacco control measures.

Prohibition of Tobacco Manufacturing and Imports

The amendments to the Tobacco Control Act, particularly Article 10, categorically ban the manufacturing of tobacco and related products. Section 42(d) of the Act defines “tobacco products” broadly to include items such as tobacco sticks, nicotine, and any substance designed for ingestion, inhalation, or other methods of absorption.

Despite these stringent measures, the law allows exceptions for medically approved nicotine replacement therapies used in cessation treatments, ensuring that public health needs are met without compromising the overall ban.

Customs to Enforce Tobacco Ban

Customs officials have been directed to seize and destroy all imported tobacco products or equipment used in their manufacture. A Health Ministry official emphasized that enforcement agencies are required to comply with the provisions of the amended law, which also prohibits activities such as drying or processing tobacco leaves.

Increased Taxation on Tobacco Products

Complementing the legal prohibitions, the government has increased duties on cigarettes by 50 percent. This financial measure aims to further discourage the use and trade of tobacco products.

The Ministry’s comprehensive strategy reflects its dedication to reducing tobacco consumption nationwide. By addressing both traditional and modern forms of tobacco, such as vapes, the Maldives is making strides toward mitigating the health risks posed by tobacco use.
